Bill Keegan, P.E., is a registered professional engineer and president of Dem-Con Cos., a third-generation, family-owned solid waste management and processing company. He is actively involved in business development and manages Dem-Con’s facilities, including a construction and demolition (C&D) material recovery facility (MRF), a single stream MRF, shingle and metals processing operations, C&D and industrial waste disposal facilities and roll-off dumpster services throughout Minnesota.

He has participated in two circularity exchanges with the state of Minnesota (Sweden in 2018 and Germany in 2024), which led to the development of an anaerobic digester that processes food waste into renewable natural gas and biochar, helping meet Minnesota’s recycling and sustainability goals.

Bill has worked in the solid waste industry for more than 28 years and is active in several solid waste organizations. He currently serves as chair of the Minnesota chapter of the National Waste & Recycling Association (NWRA), is immediate past chair of the Minnesota Chamber of Commerce and is a board member of both the NWRA Recycling Committee and the Minnesota Sustainability Foundation.
